No he/she. This is a male pheasant.
Is actually a dude, female pheasants are quite different looking. Brown and such. Like mallards. Camouflage. Like, if a fox is strolling around, and you're sitting on your nest with feathers like that, looking like a dickhead, he's gonna come eat you, and if he don't eat you, he'll eat all your babies. Also I hear ladies dig the sexy plumage.

I find this pheasant oddly compelling in a mysterious sort of way... But one I wouldn't hang around too often because I'd fear for my life, a tad.

He does look like Winston Churchill. It's in the eyes.
I find him somewhat unpleasant, as he gives the air of a creature who may devour you if you turn your back. Like a criminal. A feathery criminal.
